Konferansa kat\u0131lan b\u00fcy\u00fckel\u00e7ilere Cumhurba\u015fkan\u0131 Abdullah G\u00fcl, \u00c7ankaya K\u00f6\u015fk\u00fc&#8217;nde yemek vermi\u015fti. T\u00fcrk D\u0131\u015f Politikas\u0131n\u0131n ge\u00e7mi\u015f y\u0131llara nazaran \u00e7ok daha aktif hale geldi\u011fi bug\u00fcnlerde kendimize ait bir d\u0131\u015f politika terminolojisini de olu\u015fturmaya \u00e7al\u0131\u015f\u0131yoruz. T\u00fcrkiye&#8217;nin halen kom\u015fular\u0131yla, yak\u0131n b\u00f6lgelerle ve geleneksel olarak d\u0131\u015f politikam\u0131z\u0131n ilgi alan\u0131na girmeyen b\u00f6lgelerle geli\u015ftirmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131 yeni d\u0131\u015f politika anlay\u0131\u015f\u0131 ister istemez yeni kavram ve yakla\u015f\u0131mlar\u0131n da literat\u00fcr\u00fcm\u00fcze girmesine sebep oluyor. &#8220;Kom\u015fularla s\u0131f\u0131r sorun&#8221;, &#8220;ritmik diplomasi&#8221;, &#8220;stratejik derinlik&#8221; gibi ifadeleri \u00f6rnek olarak sayabiliriz. Fakat T\u00fcrkiye kendi d\u0131\u015f politika \u00f6nceliklerine uygun olarak yeni kavramlar geli\u015ftirmeye ne kadar \u00e7aba g\u00f6sterirse g\u00f6stersin, maalesef uluslararas\u0131 ili\u015fkiler terminolojisi h\u00e2lihaz\u0131rda Bat\u0131 ve esas olarak da ABD merkezli olarak olu\u015fturulmaya devam ediyor. Y\u0131llar y\u0131l\u0131 \u00fclkemizde uluslararas\u0131 ili\u015fkiler teorisi alan\u0131nda yeterince orijinal \u00e7al\u0131\u015fma yap\u0131lmad\u0131\u011f\u0131 i\u00e7in, hem bilim d\u00fcnyam\u0131z hem de devlet adamlar\u0131m\u0131z ve diplomatlar\u0131m\u0131z, asl\u0131nda bizim \u00fcretmedi\u011fimiz kavram ve terimleri, ger\u00e7ekten bir anlam ta\u015f\u0131y\u0131p ta\u015f\u0131mad\u0131klar\u0131n\u0131 \u00e7ok da sorgulamadan kullanmaya devam ediyorlar. Asl\u0131nda bu duruma fazlaca \u015fa\u015f\u0131rmam\u0131z gerekir. Zira T\u00fcrkiye gibi pek \u00e7ok \u00fclke kendilerinin d\u0131\u015f\u0131nda olu\u015fan bu kuramsal ve kavramsal \u00e7er\u00e7eve i\u00e7inde politika \u00fcretmeye mahk\u00fbm kal\u0131yor. B\u00f6yle olunca da ister istemez, d\u00fcnyay\u0131 kendi \u00e7\u0131karlar\u0131n\u0131z do\u011frultusunda de\u011fil, ba\u015fkalar\u0131n\u0131n istedi\u011fi \u015fekilde okumaya ve yorumlamaya itiliyorsunuz.&nbsp;<strong>BATI&#8217;NIN ANLAMADI\u011eI&nbsp;<\/strong>So\u011fuk Sava\u015f sonras\u0131nda d\u00fcnyadaki t\u00fcm milletlerin ortak de\u011ferlerine sayg\u0131 temelinde yeni bir bar\u0131\u015f, huzur ve istikrar ortam\u0131 olu\u015fturulmas\u0131n\u0131 hedeflediklerini s\u00f6yleyenler asl\u0131nda Anglosakson Bat\u0131 gelene\u011fini d\u00fcnyan\u0131n d\u00f6rt bir k\u00f6\u015fesinde yaymaya ve k\u00f6kle\u015ftirmeye \u00e7al\u0131\u015fmaktan ba\u015fka bir \u015fey yapm\u0131yorlar. Bat\u0131&#8217;n\u0131n k\u00fcreselle\u015fmeden anlad\u0131\u011f\u0131, Bat\u0131 de\u011fer yarg\u0131lar\u0131n\u0131n ve kavramlar\u0131n\u0131n t\u00fcm insanl\u0131k\u00e7a benimsenmesi. Ama insanl\u0131\u011f\u0131n ula\u015ft\u0131\u011f\u0131 en m\u00fckemmel noktay\u0131 Anglosakson Bat\u0131&#8217;n\u0131n temsil etti\u011fini kim s\u00f6ylemi\u015f? T\u00fcrkiye ve T\u00fcrkiye gibi \u00fclkelerin uluslararas\u0131 ili\u015fkiler alan\u0131na yeterince katk\u0131 yapamamalar\u0131 bir yana, bu t\u00fcrden katk\u0131lar yap\u0131lmas\u0131n\u0131n \u00f6n\u00fcne de ge\u00e7iliyor. ABD ve \u0130ngiltere&#8217;ye devlet burslusu olarak g\u00f6nderilen ve orada kuramsal \u00e7al\u0131\u015fmalar yapmak isteyen \u00f6\u011frencilerimize o \u00fclkelerdeki dan\u0131\u015fmanlar\u0131 taraf\u0131ndan, &#8220;Teorik \u00e7al\u0131\u015fma yapmak bizim i\u015fimiz. Siz b\u00f6lgesel \u00e7al\u0131\u015fmalar yap\u0131n. Bizim \u00e7al\u0131\u015fmakta oldu\u011fumuz teorik alana veri girdisi sa\u011flay\u0131n&#8221; \u015feklinde telkinlerde bulunuyor. Son 20 y\u0131l i\u00e7inde uluslararas\u0131 ili\u015fkiler alan\u0131nda y\u00fcksek lisans ve doktora \u00e7al\u0131\u015fmas\u0131 yapmak \u00fczere yabanc\u0131 \u00fclkelere g\u00f6nderilen ve \u00f6\u011frenimlerini tamamlad\u0131ktan sonra T\u00fcrkiye&#8217;de \u00e7e\u015fitli \u00fcniversitelerde ve ara\u015ft\u0131rma merkezlerinde \u00e7al\u0131\u015fmaya ba\u015flayan y\u00fczlerce ki\u015fi aras\u0131ndan sadece birka\u00e7\u0131 uluslararas\u0131 ili\u015fkiler teorisi \u00e7al\u0131\u015fabildi. Geriye kalanlar\u0131n t\u00fcm\u00fc, yabanc\u0131 dan\u0131\u015fmanlar\u0131n\u0131n y\u00f6nlendirmeleri y\u00fcz\u00fcnden, T\u00fcrkiye&#8217;nin i\u00e7 sorunlar\u0131n\u0131, ikili ili\u015fkilerini veya kom\u015fu \u00fclke ve b\u00f6lgelerle ili\u015fkilerini \u00e7al\u0131\u015ft\u0131lar.<strong>GARP KURNAZLI\u011eI&nbsp;<\/strong>Benzer bir durum G\u00fcney Kore, \u00c7in, Hindistan gibi \u00fclkelerden ve Orta Do\u011fu&#8217;dan ABD ve \u0130ngiltere&#8217;deki okullara giden binlerce \u00f6\u011frenci i\u00e7in de ge\u00e7erli. Yani Anglosakson uluslararas\u0131 ili\u015fkiler teorisyenleri bu alana geli\u015fmekte olan \u00fclkelerden n\u00fcfuz edilmesini istemedikleri gibi, gayet sistematik bir &#8220;Garp kurnazl\u0131\u011f\u0131&#8221; ile finansman\u0131n\u0131 ba\u015fka \u00fclkelere sa\u011flatt\u0131klar\u0131 alan \u00e7al\u0131\u015fmalar\u0131 yapt\u0131r\u0131yorlar. Paray\u0131 T\u00fcrkiye \u00f6d\u00fcyor, benim \u00f6\u011frencim \u0130ngiliz veya Amerikal\u0131 hocaya asistanl\u0131k yap\u0131p, onun teorik \u00e7al\u0131\u015fmalar\u0131na malzeme sa\u011fl\u0131yor. \u00c7o\u011fu zaman T\u00fcrkiye&#8217;nin iki \u00fc\u00e7 \u015fehri d\u0131\u015f\u0131nda hi\u00e7bir b\u00f6lgesini g\u00f6rmemi\u015f, 23-24 ya\u015f\u0131ndaki akademisyen aday\u0131m\u0131z da, Anglosakson uluslararas\u0131 ili\u015fkiler \u00e7er\u00e7evesinin medyunu hatta ba\u011f\u0131ml\u0131s\u0131 olarak memlekete geri d\u00f6n\u00fcyor; kendisine \u00e7izilen \u00e7er\u00e7eve d\u0131\u015f\u0131na \u00e7\u0131kmadan, sadece o evrenin i\u00e7inde bilim \u00fcretilebilece\u011fi yan\u0131lg\u0131s\u0131 i\u00e7inde \u00e7al\u0131\u015f\u0131yor.&nbsp;<strong>YEN\u0130 KU\u015eAKLAR<\/strong>T\u00fcrkiye d\u00fcnyadan kopmadan ama ger\u00e7ekten kendine has, kendi \u00f6ncelikleri do\u011frultusunda &#8220;yeni&#8221; bir d\u0131\u015f politika olu\u015fturup, y\u00fcr\u00fctmek istiyorsa evvela at\u0131lan ad\u0131mlar\u0131n kal\u0131c\u0131 olmas\u0131n\u0131 temin edecek tedbirleri almak zorundad\u0131r. Bu tedbirlerin ba\u015f\u0131nda da, uluslararas\u0131 ili\u015fkilerin sadece uygulamadan ibaret olmad\u0131\u011f\u0131n\u0131n fark\u0131na var\u0131p, i\u015fin teorik alan\u0131na da yo\u011fun bi\u00e7imde katk\u0131 sa\u011flayacak ve d\u00fcnyaya &#8220;bizim de\u011ferlerimizle&#8221; bakacak gen\u00e7 ku\u015faklar yeti\u015ftirmek yer almal\u0131d\u0131r. Bir kere, uluslararas\u0131 ili\u015fkiler disiplininde lisans\u00fcst\u00fc \u00e7al\u0131\u015fmalar yapmak \u00fczere yurt d\u0131\u015f\u0131na g\u00f6nderilen devlet burslusu \u00f6\u011frencilerin hangi alanlara uzmanla\u015facaklar\u0131na ve tez haz\u0131rlayacaklar\u0131na, geri d\u00f6nd\u00fcklerinde \u00e7al\u0131\u015facaklar\u0131 \u00fcniversiteler ya da Y\u00fcksek \u00d6\u011fretim Kurumu karar vermelidir. Hangi alanda ihtiya\u00e7 varsa, \u00f6\u011frenciler o alanlara y\u00f6nlendirilmelidir. Anglosakson uluslararas\u0131 ili\u015fkiler teorisyenlerini T\u00fcrkiye&#8217;nin k\u0131t kaynaklar\u0131yla bedava asistan sa\u011flama uygulamas\u0131ndan vazge\u00e7ilmelidir. \u0130kinci olarak, T\u00fcrkiye&#8217;de T\u00fcrk\u00e7e olarak yay\u0131nlanan akademik uluslararas\u0131 ili\u015fkiler ve d\u0131\u015f politika dergileri daha itibarl\u0131 hale getirilmeli, uluslararas\u0131 ili\u015fkiler b\u00f6l\u00fcmlerinde \u00e7al\u0131\u015fan \u00fcniversite \u00f6\u011fretim \u00fcyelerinin bu akademik dergilerde yay\u0131n yapmalar\u0131 \u00f6zendirilmelidir.&nbsp;<strong>YABANCI \u00d6\u011eRENC\u0130LER&nbsp;<\/strong>T\u00dcB\u0130TAK b\u00fcnyesindeki ULAKB\u0130M&#8217;in y\u00fcr\u00fctmekte oldu\u011fu &#8220;Ulusal Akademik Dergi Taban\u0131&#8221; projesinde yer alan yay\u0131nlar\u0131n, akademik atama ve y\u00fckseltmelerde, en az yabanc\u0131 \u00fclkelerde yay\u0131nlanan dergiler kadar a\u011f\u0131rl\u0131\u011f\u0131n\u0131n olmas\u0131 temin edilmelidir. Bu yolla, T\u00fcrk akademisyenlerin T\u00fcrk\u00e7e uluslararas\u0131 ili\u015fkiler \u00e7al\u0131\u015fmalar\u0131 yapmalar\u0131n\u0131n \u00f6n\u00fc a\u00e7\u0131lmal\u0131d\u0131r. \u00dc\u00e7\u00fcnc\u00fcs\u00fc, ba\u015fta Orta Asya, Kafkasya, Balkan ve Orta Do\u011fu \u00fclkelerinden olmak \u00fczere her y\u0131l \u00fcniversitelerimize lisans\u00fcst\u00fc \u00e7al\u0131\u015fma yapmak \u00fczere gelen yabanc\u0131 uyruklu uluslararas\u0131 ili\u015fkiler \u00f6\u011frencilerinin, k\u00fcresel ve b\u00f6lgesel geli\u015fmelere T\u00fcrkiye perspektifiyle bakabilmelerini kolayla\u015ft\u0131racak ad\u0131mlar at\u0131lmal\u0131d\u0131r. Maalesef uzun y\u0131llard\u0131r yabanc\u0131 uyruklu lisans\u00fcst\u00fc \u00f6\u011frencilere, tabiri caizse &#8220;sald\u0131m \u00e7ay\u0131ra Mevlam kay\u0131ra&#8221; anlay\u0131\u015f\u0131yla yakla\u015f\u0131lmaktad\u0131r. Bu \u00f6\u011frencilerin, hangi dersleri ald\u0131klar\u0131, hangi konularda tez haz\u0131rlad\u0131klar\u0131 ve \u00fclkelerine d\u00f6nd\u00fcklerinde ne i\u015f yapt\u0131klar\u0131 hakk\u0131nda derli toplu tek bir bilgi bankas\u0131 bile olu\u015fturulmam\u0131\u015ft\u0131r. H\u00e2lbuki uluslararas\u0131 ili\u015fkiler alan\u0131nda bu \u00f6\u011frencilerin T\u00fcrkiye&#8217;de \u00f6\u011frenim g\u00f6rmeleri bulunmaz nimettir. Ak\u0131lc\u0131 bir politikayla, bu ki\u015filerin T\u00fcrkiye&#8217;deki okullardan mezun olduklar\u0131nda, \u00fclkelerinde g\u00f6n\u00fcll\u00fc birer T\u00fcrk el\u00e7isi olarak faaliyet g\u00f6stermeleri s\u00f6z konusu olacakt\u0131r.&nbsp;<strong>\u00c7OK Y\u00d6NL\u00dc STRATEJ\u0130&nbsp;<\/strong>D\u00f6rd\u00fcnc\u00fcs\u00fc, T\u00fcrk d\u0131\u015f politikas\u0131n\u0131n \u00f6nceliklerini d\u00fcnyaya duyurabilmek ve bir \u00f6l\u00e7\u00fcde benimsetebilmek i\u00e7in, \u00fcniversiteler kadar, d\u00fc\u015f\u00fcnce kurulu\u015flar\u0131n\u0131n da desteklenmesi gerekmektedir. D\u00fc\u015f\u00fcnce kurulu\u015flar\u0131, d\u00fcnyan\u0131n \u00e7e\u015fitli yerlerindeki ba\u015far\u0131l\u0131 \u00f6rnekler dikkate al\u0131narak, T\u00fcrk&#8217;e T\u00fcrk&#8217;\u00fcn propagandas\u0131n\u0131 yapan de\u011fil, T\u00fcrkiye&#8217;nin uluslararas\u0131 ili\u015fkilere bak\u0131\u015f\u0131n\u0131 d\u00fcnyaya duyuran, k\u00fcresel d\u00fczeyde sayg\u0131nl\u0131\u011f\u0131 olan merkezler haline getirilebilmelidir. Be\u015fincisi, d\u0131\u015f politikay\u0131 uygulayan diplomatlarla, akademik \u00e7al\u0131\u015fmalar yapan uzmanlar \u00e7ok s\u0131k bir araya getirilmeli, bilgi payla\u015f\u0131m\u0131, ortak \u00e7al\u0131\u015fmalar ve dayan\u0131\u015fma te\u015fvik edilmelidir. T\u00fcm b\u00fcy\u00fckel\u00e7ilerimizi Ankara&#8217;da toplay\u0131p, &#8220;B\u00fcy\u00fckel\u00e7iler Konferans\u0131&#8221; d\u00fczenleyen akademisyen k\u00f6kenli d\u0131\u015fi\u015fleri bakan\u0131 Prof. Davuto\u011flu&#8217;nun, T\u00fcrkiye&#8217;deki uluslararas\u0131 ili\u015fkiler akademisyenleriyle de b\u00fcy\u00fck bir toplant\u0131 yapmas\u0131 bu y\u00f6nde pozitif bir ad\u0131m olabilir. D\u0131\u015f politikada kapsaml\u0131, kal\u0131c\u0131 ve ki\u015filerle kaim olmayan hamleler ancak \u00e7ok y\u00f6nl\u00fc bir stratejinin uygulamaya konulmas\u0131yla ger\u00e7ekle\u015ftirilebilir.
