Bu durumu, bizimle ayn\u0131 anda m\u00fczakerelere ba\u015flam\u0131\u015f bulunan H\u0131rvatistan 2012&#8217;de \u00fcye olmay\u0131 garantilemi\u015fken, bizim \u00f6n\u00fcm\u00fczde ise a\u00e7\u0131lmay\u0131 bekleyen 25 fas\u0131l olmas\u0131 en \u00e7arp\u0131c\u0131 bi\u00e7imde g\u00f6steriyor.&nbsp;<\/strong>2002-2007 d\u00f6nemiyle mukayese edildi\u011finde, 2007 ba\u015f\u0131ndan itibaren T\u00fcrkiye ile Avrupa Birli\u011fi aras\u0131ndaki ili\u015fkilerde belirgin bir durgunluk g\u00f6zleniyor. Bu durumu, bizimle ayn\u0131 anda m\u00fczakerelere ba\u015flam\u0131\u015f bulunan H\u0131rvatistan 2012&#8217;de \u00fcye olmay\u0131 garantilemi\u015fken, bizim \u00f6n\u00fcm\u00fczde m\u00fczakereye a\u00e7\u0131lmak i\u00e7in bekleyen 25 fas\u0131l\u0131n daha olmas\u0131 en \u00e7arp\u0131c\u0131 bi\u00e7imde g\u00f6steriyor. \u00dcstelik bu fas\u0131llardan 8 tanesi K\u0131br\u0131s meselesi, 4 tanesi ise Fransa&#8217;n\u0131n koydu\u011fu engellemeler sebebiyle yak\u0131n tarihte a\u00e7\u0131lacak gibi de g\u00f6z\u00fckm\u00fcyor. Di\u011fer taraftan Avrupa Birli\u011fi&#8217;nin ya\u015famakta oldu\u011fu derin problemler de, T\u00fcrkiye ile ili\u015fkilerin Br\u00fcksel taraf\u0131ndan frenlenmesine sebep olmakta. Bu problemleri \u00fc\u00e7 temel ba\u015fl\u0131k alt\u0131nda toplayabiliriz. Birincisi, AB&#8217;nin ya\u015fad\u0131\u011f\u0131 &#8220;geni\u015fleme yorgunlu\u011fu&#8221;. Tabirin kendisinden de anla\u015f\u0131labilece\u011fi gibi, 2004 ve 2007 geni\u015flemeleriyle 12 \u00fclkeyle b\u00fct\u00fcnle\u015fen AB, bunlar\u0131 hen\u00fcz &#8220;hazmedebilmi\u015f&#8221; de\u011fil. Dahas\u0131, bu \u00fclkelerin vatanda\u015flar\u0131n\u0131n AB topraklar\u0131nda serbest\u00e7e \u00e7al\u0131\u015fabilmeleri i\u00e7in \u00f6ng\u00f6r\u00fclm\u00fc\u015f olan yedi y\u0131ll\u0131k ge\u00e7i\u015f s\u00fcresi de 2011&#8217;de doluyor. Bat\u0131 Avrupa \u00fclkelerinin ba\u015fkentleri, nispeten daha fakir olan Do\u011fu Avrupa&#8217;dan gelebilecek i\u015f arayan insanlar\u0131n olu\u015fturaca\u011f\u0131 b\u00fcy\u00fck bask\u0131ya haz\u0131rl\u0131kl\u0131 g\u00f6z\u00fckm\u00fcyor.&nbsp;<strong>S\u00dcRPR\u0130ZLERE GEBE DE\u011e\u0130L&nbsp;<\/strong>\u0130kincisi, AB anayasas\u0131n\u0131n ya da \u015fimdiki ad\u0131yla reform antla\u015fmas\u0131n\u0131n ba\u015f\u0131na gelenlerin verdi\u011fi tedirginlik. Ge\u00e7ti\u011fimiz Cuma g\u00fcn\u00fc, daha evvel reform antla\u015fmas\u0131na &#8220;hay\u0131r&#8221; diyen \u0130rlanda&#8217;da ikinci kez yap\u0131lan referandumda bu kez antla\u015fma kabul edilmi\u015f olsa da, uygulaman\u0131n nas\u0131l olaca\u011f\u0131 konusunda ciddi soru i\u015faretleri var. AB&#8217;yi, Maastricht Antla\u015fmas\u0131&#8217;yla olu\u015fturulan yap\u0131n\u0131n \u00f6tesinde, daha g\u00fc\u00e7l\u00fc bir b\u00fct\u00fcnle\u015fme seviyesine ta\u015f\u0131may\u0131 hedefleyen reform antla\u015fmas\u0131n\u0131n getirdi\u011fi yeniliklerin \u00fcyelerce benimsenmesinin daha birka\u00e7 y\u0131l alabilece\u011fi, dolay\u0131s\u0131yla zaten &#8220;geni\u015fleme yorgunlu\u011fu&#8221; ya\u015fayan AB&#8217;nin bir s\u00fcre daha &#8220;anayasa yorgunlu\u011fu&#8221; da ya\u015famaya devam edece\u011fi Br\u00fcksel \u00e7evrelerince de\u011ferlendiriliyor. \u0130ster istemez, bu durum da, yeni geni\u015flemeler konusunun bir s\u00fcre daha cazibe kazanamayaca\u011f\u0131na i\u015faret ediyor. \u00dc\u00e7\u00fcnc\u00fcs\u00fc ise, uluslararas\u0131 i\u015f birli\u011fi sayesinde bir \u00f6l\u00e7\u00fcde hafifleyen k\u00fcresel ekonomik krizin yeniden derinle\u015febilece\u011fi kayg\u0131s\u0131. Ge\u00e7en hafta \u0130stanbul&#8217;da toplanan D\u00fcnya Bankas\u0131 ve IMF yetkililerinin de ifade ettikleri gibi, hen\u00fcz &#8220;kriz bitti&#8221; demek i\u00e7in \u00e7ok erken. AB&#8217;yi olu\u015fturan \u00fclkelerin h\u00fck\u00fcmetleri, kriz tamamen sona ermeden, AB ekonomilerine ek y\u00fck getirebilecek geni\u015fleme s\u00fcrecini a\u011f\u0131zlar\u0131na bile almamay\u0131 tercih ediyorlar. Genel olarak geni\u015flemeyi AB g\u00fcndeminin alt s\u0131ralar\u0131na iten yukar\u0131daki sebeplerin yan\u0131 s\u0131ra, do\u011frudan T\u00fcrkiye&#8217;yi ilgilendiren sebepler de var. Bunlar\u0131n ba\u015f\u0131nda da, 11 Eyl\u00fcl&#8217;den sonra Bat\u0131 d\u00fcnyas\u0131nda t\u0131rman\u0131\u015fa ge\u00e7en M\u00fcsl\u00fcman kar\u015f\u0131tl\u0131\u011f\u0131n\u0131n AB \u00fclkelerinin \u00e7o\u011funda T\u00fcrkiye kar\u015f\u0131tl\u0131\u011f\u0131n\u0131 da tetiklemi\u015f olu\u015fu. Zaten kamuoylar\u0131nda T\u00fcrkiye&#8217;nin \u00fcyeli\u011fine kar\u015f\u0131 &#8220;sosyo-k\u00fclt\u00fcrel&#8221; unsurlardan kaynaklanan bir so\u011fukluk varken, bir de bunun siyasi s\u00f6yleme d\u00f6n\u00fc\u015fmesi, T\u00fcrkiye-AB ili\u015fkilerinin gidi\u015fat\u0131n\u0131 olumsuz \u015fekilde etkileyece\u011fe benziyor. Bir s\u00fcre \u00f6nce Diplomatik Muhakeme&#8217;de, AB ile ili\u015fkilerde &#8220;felaket senaryosu&#8221; olarak nitelendirdi\u011fimiz durum maalesef Almanya se\u00e7imleriyle ortaya \u00e7\u0131kt\u0131. Ba\u015fbakan Merkel&#8217;in T\u00fcrkiye&#8217;ye kar\u015f\u0131 a\u015f\u0131r\u0131l\u0131klar\u0131n\u0131 dengelemekte olan Sosyal Demokrat Parti iktidar ortakl\u0131\u011f\u0131ndan d\u00fc\u015ft\u00fc. Onlar\u0131n yerine, en az H\u0131ristiyan Demokratlar kadar, T\u00fcrkiye&#8217;nin AB \u00fcyeli\u011fine kar\u015f\u0131 \u00e7\u0131kan H\u00fcr Demokrat Parti geliyor. CDU-FDP koalisyonunun T\u00fcrkiye politikas\u0131 ise hi\u00e7 de s\u00fcrprizlere gebe de\u011fil. Merkel \u00f6n\u00fcm\u00fczdeki g\u00fcnlerde, \u00e7ok daha pervas\u0131zca &#8220;imtiyazl\u0131 ortakl\u0131k&#8221; form\u00fcl\u00fcn\u00fc savunabilecek. B\u00f6ylece, T\u00fcrkiye&#8217;nin AB yolundaki en \u00f6nemli engel olarak g\u00f6sterilen Nicholas Sarkozy liderli\u011findeki Fransa&#8217;n\u0131n yan\u0131na Merkel&#8217;in Almanyas\u0131 da net \u015fekilde eklenmi\u015f oluyor. Tam 50 y\u0131ld\u0131r Avrupa Topluluklar\u0131 ile ili\u015fki i\u00e7inde bulunan, 1963&#8217;ten beri &#8220;ortak&#8221; s\u0131fat\u0131n\u0131 ta\u015f\u0131yan, 1987&#8217;de tam \u00fcyelik m\u00fcracaat\u0131 yapm\u0131\u015f, 1996&#8217;da G\u00fcmr\u00fck Birli\u011fine girmi\u015f, 1999&#8217;da &#8220;AB&#8217;ye aday \u00fclke kabul edilmi\u015f&#8221;, 2005&#8217;te m\u00fczakerelere ba\u015flam\u0131\u015f bir \u00fclke i\u00e7in, AB m\u00fcktesebat\u0131n\u0131n hi\u00e7bir yerinde tan\u0131mlanmam\u0131\u015f &#8220;imtiyazl\u0131 ortakl\u0131\u011f\u0131&#8221; \u00f6nermek ne hukuki, ne de ahlaki. \u00dcstelik, Avrupa Birli\u011fi Komisyonu&#8217;nun haz\u0131rlad\u0131\u011f\u0131 &#8220;Geni\u015fleme Stratejisi&#8221; belgesinde, Br\u00fcksel&#8217;in taahh\u00fctlerine sad\u0131k kalaca\u011f\u0131 ifade edilmi\u015fken, Sarkozy-Merkel ikilisinin &#8220;imtiyazl\u0131 ortakl\u0131k&#8221; fantezisi, AB&#8217;nin inan\u0131l\u0131rl\u0131\u011f\u0131n\u0131 ve g\u00fcvenilirli\u011fini k\u00f6kten sarsacak bir ahde vefas\u0131zl\u0131k \u00f6rne\u011fi olarak tarihe ge\u00e7ecek nitelikte. Hal b\u00f6yle ama Fransa ve Almanya&#8217;n\u0131n tutumlar\u0131n\u0131 de\u011fi\u015ftireceklerine dair hi\u00e7bir emare de ortada yok. Bu iki \u00fclke bir araya gelip, herhangi bir konuda el s\u0131k\u0131\u015ft\u0131klar\u0131nda, onlar\u0131 bu karardan d\u00f6nd\u00fcrebilme g\u00fcc\u00fcne sahip AB i\u00e7inde ba\u015fka bir g\u00fc\u00e7 oda\u011f\u0131 da yok. T\u00fcrkiye&#8217;deki yayg\u0131n kanaatin aksine, Fransa ve Almanya&#8217;n\u0131n T\u00fcrkiye kar\u015f\u0131t\u0131 tutumunun, K\u0131br\u0131s meselesinin \u00e7\u00f6z\u00fcm\u00fcyle bir ba\u011flant\u0131s\u0131 s\u00f6z konusu de\u011fil. Yani, Ada&#8217;da s\u00fcrd\u00fcr\u00fclen toplumlararas\u0131 g\u00f6r\u00fc\u015fmelere m\u00fcspet bir netice verse, ortaya \u00e7\u0131kar\u0131lacak yeni antla\u015fma metni Ada&#8217;n\u0131n iki taraf\u0131nda referandumlarla onaylansa ve b\u00f6ylece K\u0131br\u0131s meselesi tamamen \u00e7\u00f6z\u00fclm\u00fc\u015f g\u00f6r\u00fcnse bile, s\u00f6z konusu iki \u00fclke &#8220;imtiyazl\u0131 ortakl\u0131k&#8221; dayatmalar\u0131ndan vazge\u00e7ecek gibi durmuyorlar.&nbsp;<strong>HAKLARIN\u2008ALTI\u2008\u00c7\u0130Z\u0130LMEL\u0130&nbsp;<\/strong>Bu tutum kar\u015f\u0131s\u0131nda T\u00fcrkiye i\u00e7in yapacak bir \u015fey yokmu\u015f zannedilebilir. &#8220;Bekleyelim, g\u00f6relim&#8221; diyenler olabilir. Asl\u0131nda, T\u00fcrkiye&#8217;nin bu iki \u00fclkenin &#8220;e\u015fref saatlerini&#8221; beklemesi m\u00fcmk\u00fcn de\u011fil. Tam aksine art\u0131k haks\u0131zl\u0131klara &#8220;dur&#8221; demenin ve taarruza ge\u00e7menin zaman\u0131 geldi. \u00d6n\u00fcm\u00fczdeki g\u00fcnlerde AB Komisyonu, T\u00fcrkiye i\u00e7in haz\u0131rlanan 11. \u0130lerleme Raporunu a\u00e7\u0131klayacak. Bu raporun a\u00e7\u0131klanmas\u0131ndan hemen sonra T\u00fcrkiye de, AB&#8217;nin bize kar\u015f\u0131 hukuk d\u0131\u015f\u0131 ve \u00e7ifte standart dolu uygulamalar\u0131n\u0131 onlar\u0131n g\u00fcndemine ta\u015f\u0131yacak bir &#8220;ilerlememe Raporu&#8221;nu AB kamuoylar\u0131na sunmal\u0131. Br\u00fcksel&#8217;in s\u00f6z verip de kald\u0131rmad\u0131\u011f\u0131 KKTC&#8217;ye uygulanan izolasyonlardan, mahkeme kararlar\u0131na ra\u011fmen h\u00e2l\u00e2 vizeye tabi tutulan vatanda\u015flar\u0131m\u0131z\u0131n durumuna, Hollanda&#8217;da m\u00fcfredattan \u00e7\u0131kar\u0131lan T\u00fcrk\u00e7e derslerinden, &#8220;imtiyazl\u0131 ortakl\u0131k&#8221; densizli\u011fine kadar bug\u00fcne de\u011fin T\u00fcrkiye&#8217;ye kar\u015f\u0131 uygulanm\u0131\u015f t\u00fcm ay\u0131r\u0131mc\u0131l\u0131klar, net bir dille AB&#8217;nin y\u00fcz\u00fcne vurulmal\u0131. &#8220;\u0130mtiyazl\u0131 Ortakl\u0131k&#8221; \u00f6nerileri kesin \u015fekilde reddedilmeli. Kazan\u0131lm\u0131\u015f haklar\u0131n alt\u0131 \u00e7izilmeli. T\u00fcrkiye&#8217;nin &#8220;\u0130lerlememe Raporlar\u0131&#8221; belki, ahde vefas\u0131zl\u0131\u011f\u0131 \u00e2det edinenlere bir ikaz olabilir.
