Tarihi yapan da, yazan da insand\u0131r. Tarihte meydana gelmi\u015f olay\u0131, sebeplerini ortaya koyarak sorgulayan ve onu bir tarihsel olguya d\u00f6n\u00fc\u015ft\u00fcren tarih\u00e7idir. Ama tarih\u00e7i umumiyetle s\u00fcbjektiftir. Kendi inan\u00e7lar\u0131, yakla\u015f\u0131mlar\u0131, duygular\u0131 ve ideolojisi ister istemez ele ald\u0131\u011f\u0131 konuyu kendi perspektifinden incelemesi sonucunu verir. Bir\u00e7ok y\u00f6ntemi vard\u0131r: Baz\u0131 belgeleri g\u00f6z ard\u0131 etme, bug\u00fcn\u00fcn de\u011fer yarg\u0131lar\u0131yla, ge\u00e7mi\u015fteki olaylara dair h\u00fck\u00fcmler \u00e7\u0131karma, m\u00fcnferit olaylar\u0131 genele te\u015fmil ederek, bir milleti topyek\u00fbn zan alt\u0131nda b\u0131rakma gibi&#8230;&nbsp;<strong>DERS K\u0130TAPLARI \u00c7ARPITIYOR&nbsp;<\/strong>20. y\u00fczy\u0131l bir\u00e7ok \u00fclkede T\u00fcrkiye&#8217;yle ilgili tarihsel ger\u00e7eklerin kasten sapt\u0131r\u0131ld\u0131\u011f\u0131 bir as\u0131r olmu\u015ftur. \u0130mparatorlu\u011fumuzdan do\u011fan \u00e7ok say\u0131da \u00fclke, kendi milli benliklerini in\u015fa etme s\u00fcrecinde, &#8220;biz&#8221; duygusunu olu\u015ftururken, &#8220;\u00f6teki&#8221; yerine hep T\u00fcrkleri ve Osmanl\u0131 Devletini koymu\u015flard\u0131r. S\u0131rbistan&#8217;dan Romanya&#8217;ya Balkanlar&#8217;da okutulan tarih ders kitaplar\u0131 ile T\u00fcrkiye&#8217;deki kitaplar\u0131 ayn\u0131 konular a\u00e7\u0131s\u0131ndan kar\u015f\u0131la\u015ft\u0131rsan\u0131z hayrete d\u00fc\u015fersiniz. &#8220;Dev\u015firme&#8221; usul\u00fc, bizim kitaplar\u0131m\u0131zda, &#8220;reayaya f\u0131rsat e\u015fitli\u011fi getiren, bir gayrim\u00fcslim k\u00f6yl\u00fc \u00e7ocu\u011funun vezir-i azam olmas\u0131na imk\u00e2n tan\u0131yan bir politika&#8221; olarak tarif edilirken, ayn\u0131 husus bir S\u0131rp tarih kitab\u0131nda, &#8220;k\u00fc\u00e7\u00fck ya\u015ftaki \u00e7ocuklar\u0131n zorla annelerinden kopar\u0131larak k\u00f6lele\u015ftirildikleri, zalimane bir eylem&#8221; olarak tan\u0131mlan\u0131r. Ayn\u0131 durum Arap d\u00fcnyas\u0131 i\u00e7in de ge\u00e7erlidir. Bilhassa N\u00e2s\u0131r&#8217;\u0131n 1950&#8217;lerde M\u0131s\u0131r&#8217;da \u00f6nc\u00fcl\u00fck etti\u011fi ve k\u0131sa s\u00fcrede t\u00fcm Arap co\u011frafyas\u0131na yay\u0131lan bir anlay\u0131\u015fa g\u00f6re, Araplar\u0131n geri kalmas\u0131n\u0131n sebebi T\u00fcrklerdir. Bir\u00e7ok ba\u011f\u0131ms\u0131z Arap tarih\u00e7isi bug\u00fcn, s\u00f6z konusu iddian\u0131n aksine kitap ve makaleler yazsa da, Fas&#8217;tan Suriye&#8217;ye Arap milli e\u011fitim sisteminde okutulan tarih kitaplar\u0131 h\u00e2l\u00e2 ayn\u0131 bak\u0131\u015f\u0131 muhafaza etmektedir. \u0130\u011fneyi kendimize, \u00e7uvald\u0131z\u0131 ba\u015fkas\u0131na bat\u0131ral\u0131m; durum sanki bizde \u00e7ok mu farkl\u0131d\u0131r? 1930&#8217;lu y\u0131llarda bi\u00e7imlenen resm\u00ee T\u00fcrk tarih tezinde, Araplar, Birinci D\u00fcnya Sava\u015f\u0131&#8217;ndaki \u015eerif H\u00fcseyin \u0130syan\u0131 sebebiyle &#8220;hain&#8221; ilan edilmi\u015ftir. Osmanl\u0131 ve \u0130slam d\u00f6nemlerinin tarihsel ger\u00e7ekli\u011fi ekseriyetle ink\u00e2r edilmi\u015f, h\u00e2kim ideolojiye uygun \u015fekilde, pagan d\u00f6neme ait Anadolu ve Orta Asya k\u00fclt\u00fcr\u00fc kutsanm\u0131\u015ft\u0131r. 1970&#8217;lerden itibaren ise, &#8220;T\u00fcrk&#8217;\u00fcn T\u00fcrk&#8217;ten ba\u015fka dostu olmaz&#8221; slogan\u0131na paralel olarak, T\u00fcrkiye&#8217;nin d\u00fc\u015fmanlarla ku\u015fat\u0131lm\u0131\u015f bir \u00fclke oldu\u011funun alt\u0131 \u00e7izilmi\u015ftir. &#8220;\u00c7evremizdeki herkes d\u00fc\u015fmand\u0131r.&#8221; &#8220;B\u00fct\u00fcn \u00fclkelerin T\u00fcrkiye&#8217;de g\u00f6z\u00fc vard\u0131r.&#8221; Tarih d\u0131\u015f politikan\u0131n olu\u015fumunu i\u015fte bu noktada do\u011frudan etkiler. T\u00fcrkiye&#8217;de y\u0131llarca &#8220;t\u00fcm d\u00fcnyan\u0131n \u00fclkemize kar\u015f\u0131 husumet hisleriyle dolu&#8221; oldu\u011fu telkiniyle yeti\u015ftirilen nesiller, ister istemez b\u00f6lgemizi ve d\u00fcnyay\u0131, &#8220;savunma&#8221; refleksi ile g\u00f6rmeye al\u0131\u015fm\u0131\u015flar, komplo teorisyenleri hi\u00e7 hak etmedikleri \u00f6l\u00e7\u00fcde, T\u00fcrkiye&#8217;de itibar g\u00f6r\u00fcr hale gelmi\u015flerdir. Uluslararas\u0131 i\u015f birli\u011fi, kom\u015fular\u0131m\u0131zla sorunlar\u0131m\u0131z\u0131 ortadan kald\u0131rma, b\u00f6lgemizin d\u0131\u015f\u0131nda da varl\u0131k g\u00f6sterme gibi d\u0131\u015f politikam\u0131z\u0131n \u00f6ncelikleri haline gelmesi gereken politikalar uzun y\u0131llar boyunca g\u00f6z ard\u0131 edilmi\u015f, s\u0131n\u0131rlar\u0131n \u00f6tesinde en k\u00fc\u00e7\u00fck bir aktivite &#8220;macerac\u0131l\u0131k&#8221; olarak nitelendirilebilmi\u015ftir. Dahas\u0131, devletin en \u00fcst kurumlar\u0131 &#8220;ulusal \u00e7\u0131kar\u0131&#8221; her zaman i\u00e7in &#8220;tehditleri ortadan kald\u0131rma&#8221; a\u00e7\u0131s\u0131ndan tarif etmi\u015ftir. H\u00e2lbuki &#8220;ulusal \u00e7\u0131kar&#8221; tehditlerin ortadan kald\u0131r\u0131lmas\u0131n\u0131n \u00f6tesinde, &#8220;f\u0131rsatlar\u0131n de\u011ferlendirilmesi&#8221; olarak da g\u00f6r\u00fclmelidir. Y\u0131llar boyunca tehditlere odaklanan -onlar\u0131 da bir t\u00fcrl\u00fc tam olarak bertaraf edemeyen- b\u00fcrokratik elitimiz, f\u0131rsatlara da gere\u011finden fazla bir temkin hissi ve apa\u00e7\u0131k bir \u015f\u00fcphecilikle yakla\u015fma \u00e2detinden vazge\u00e7ememi\u015ftir. Bu \u015f\u00fcphecili\u011fin \u00f6tesinde, T\u00fcrk d\u0131\u015f politikas\u0131na yeni bak\u0131\u015f a\u00e7\u0131lar\u0131 getirmeye \u00e7al\u0131\u015fan bir\u00e7ok ki\u015fi de, m\u00fc\u015fterek zihinsel yap\u0131ya sahip b\u00fcrokratik-akademik-siyas\u00ee oligar\u015fi taraf\u0131ndan sistematik olarak etiketlenmi\u015flerdir. T\u00fcrk d\u00fcnyas\u0131yla yak\u0131n i\u015f birli\u011finden mi s\u00f6z ediyorsunuz, malum z\u00fcmre sizi derhal &#8220;Turanc\u0131&#8221; ilan ediverir. &#8220;\u0130slam \u00fclkeleriyle iktisadi ili\u015fkilerimizi g\u00fc\u00e7lendirelim&#8221; mi diyorsunuz, i\u015fte \u015fimdi de &#8220;hilafet\u00e7i&#8221; oldunuz. Avrupa Birli\u011fi&#8217;ne girmekten yana iseniz, &#8220;ulusal egemenli\u011fe kar\u015f\u0131s\u0131n\u0131z&#8221;. Rusya, \u00c7in ve Hindistan&#8217;la yo\u011funla\u015ft\u0131r\u0131lm\u0131\u015f i\u015f birli\u011fi &#8220;sadece hayalciliktir&#8221;. B\u00f6lgemizde s\u00f6z dinleten \u00fclke olmaktan yanaysan\u0131z, &#8220;siz muhtemelen Yeni Osmanl\u0131c\u0131s\u0131n\u0131z&#8221;. B\u00fct\u00fcn bu etiketlendirmeleri yapanlar i\u00e7in bulunmaz nimet, y\u0131llar y\u0131l\u0131 d\u0131\u015far\u0131ya kar\u015f\u0131 \u00f6n yarg\u0131larla dolu s\u00f6zde tarihsel bilgilerle yeti\u015ftirilmi\u015f, &#8220;\u00f6k\u00fcz alt\u0131nda buza\u011f\u0131 aramay\u0131&#8221; \u00e2det haline getirmi\u015f bir kamuoyudur. Bu z\u00fcmrenin en \u00e7ok kulland\u0131\u011f\u0131 c\u00fcmle, &#8220;g\u00f6rm\u00fcyor musunuz, bize bunlar ge\u00e7mi\u015fte ne hainlikler yapm\u0131\u015flar?&#8221;d\u0131r. Yanlar\u0131na \u015fartlanm\u0131\u015f k\u00f6\u015fe yazarlar\u0131n\u0131, diplomatik konularda bilgi sahibi olmasalar da, c\u00fcretk\u00e2r fikirlere sahip baz\u0131 siyaset\u00e7ileri, en \u00f6nemlisi de &#8220;ret et, rahat et&#8221; ifadesini mesleki d\u00fcstur haline getirmi\u015f b\u00fcrokratlar\u0131 alarak T\u00fcrk d\u0131\u015f politikas\u0131n\u0131n g\u00fcndemini, T\u00fcrkiye&#8217;nin s\u0131n\u0131rlar\u0131n\u0131n bir kar\u0131\u015f \u00f6tesinde tutmak i\u00e7in ola\u011fan\u00fcst\u00fc \u00e7aba g\u00f6sterirler.&nbsp;<strong>G\u00dcC\u00dcM\u00dcZ\u00dc KE\u015eFEDEL\u0130M<\/strong>Baz\u0131lar\u0131m\u0131z unutsa ya da ink\u00e2r etmeye \u00e7al\u0131\u015fsa da, T\u00fcrkiye bir imparatorluk bakiyesidir. N\u00fcfusumuzun yar\u0131s\u0131, imparatorlu\u011fumuz par\u00e7alan\u0131rken bug\u00fcn s\u0131n\u0131rlar\u0131m\u0131z i\u00e7inde olmayan topraklardan g\u00f6\u00e7\u00fcp gelmi\u015ftir. Etraf\u0131m\u0131zdaki her \u00fclkede, bu insanlar\u0131m\u0131z\u0131n akrabalar\u0131 olan evlad-\u0131 fatihan ya\u015famaktad\u0131r. Kimli\u011fimiz, emperyal bir kimliktir. Bu topraklarda ya\u015fayanlar d\u00fcnyaya, bir Bulgar, bir Meksikal\u0131, bir Koreli gibi dar a\u00e7\u0131yla bakmaz; bakamaz. T\u00fcrk insan\u0131 hem Avrupal\u0131, hem Orta Asyal\u0131, hem Akdenizli, hem Karadenizli, hem Orta Do\u011fulu, hem Balkanl\u0131, hem Kafkasyal\u0131d\u0131r. Bu bir kimlik bunal\u0131m\u0131na yol a\u00e7maz, aksine b\u00f6lgemize ve d\u00fcnyaya \u00f6n yarg\u0131s\u0131z bak\u0131\u015f\u0131m\u0131z\u0131 kuvvetlendirir. Ulusal \u00e7\u0131karlar\u0131m\u0131z, \u00f6ncelikli olarak Viyana&#8217;dan Do\u011fu T\u00fcrkistan&#8217;a, K\u0131r\u0131m&#8217;dan Yemen&#8217;e \u00e7ok geni\u015f bir co\u011frafyada var olmay\u0131 gerektirir. Milletimiz y\u00fczy\u0131llarca b\u00f6lgemizi y\u00f6netmeye al\u0131\u015fm\u0131\u015ft\u0131r. \u0130dare etme, bug\u00fcnden yar\u0131na kazan\u0131labilecek bir haslet de\u011fildir. T\u00fcrkiye, b\u00f6lgesini y\u00f6netme konusunda k\u0131skan\u0131lacak bir m\u00fcktesebata ve ola\u011fan\u00fcst\u00fc bir potansiyele sahiptir. K\u00fcreselle\u015fmenin getirdi\u011fi imk\u00e2nlar, bu alan\u0131n \u00f6tesinde de f\u0131rsat alanlar\u0131 olu\u015fturmu\u015ftur. B\u00f6lgesel akt\u00f6rl\u00fckten k\u00fcresel g\u00fc\u00e7 olma mertebesine s\u0131\u00e7ray\u0131\u015f ancak d\u00fcnyaya geni\u015f a\u00e7\u0131dan bakmay\u0131 maceraperestlik sayan anlay\u0131\u015flar\u0131n tamamen ortadan kalkmas\u0131yla m\u00fcmk\u00fcn olabilecektir.
