T\u00fcrkiye raporunda ge\u00e7en y\u0131llardaki gibi bilhassa siyasi kriterler a\u00e7\u0131s\u0131ndan ele\u015ftirel bir dil kullanan AB Komisyonu, T\u00fcrkiye&#8217;nin yeni m\u00fczakere ba\u015fl\u0131klar\u0131n\u0131n a\u00e7\u0131lmas\u0131yla ilgili beklentilerine kap\u0131 aralamad\u0131. Bilakis ba\u015fta demokrasi, insan haklar\u0131, yarg\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 olmak \u00fczere Kopenhag siyasi kriterlerinin kar\u015f\u0131lanmas\u0131nda \u00f6nemli eksiklikler oldu\u011funun alt\u0131n\u0131 \u00e7izerek, b\u0131rak\u0131n yeni m\u00fczakere ba\u015fl\u0131klar\u0131n\u0131n a\u00e7\u0131lmas\u0131n\u0131, art\u0131k sadece k\u00e2\u011f\u0131t \u00fczerinde kalan mevcut s\u00fcrecin neredeyse tamamen ask\u0131ya al\u0131nmas\u0131 sonucunu do\u011furacak de\u011ferlendirmelerde bulundu.<\/p>\n<p>D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131 ayn\u0131 g\u00fcn yay\u0131nlad\u0131\u011f\u0131 bir a\u00e7\u0131klamayla, Komisyon raporundaki bir\u00e7ok hususun haks\u0131z ve \u00f6n yarg\u0131l\u0131 bir yakla\u015f\u0131mla kaleme al\u0131nd\u0131\u011f\u0131n\u0131 vurgulad\u0131. D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131 a\u00e7\u0131klamas\u0131nda, &#8220;Komisyon taraf\u0131ndan haz\u0131rlanan 25. Rapor olmas\u0131na ra\u011fmen, AB&#8217;nin \u00fclkemize kar\u015f\u0131 haks\u0131z ve \u00f6n yarg\u0131l\u0131 yakla\u015f\u0131m\u0131n\u0131 muhafaza etmesi, pek \u00e7ok tehditle kar\u015f\u0131 kar\u015f\u0131ya olan k\u0131tam\u0131z\u0131n gelece\u011fi a\u00e7\u0131s\u0131ndan kayg\u0131 vericidir. Raporda yer alan, \u00f6zellikle siyasi kriterler ile Yarg\u0131 ve Temel Haklar fasl\u0131ndaki mesnetsiz iddialar\u0131 ve haks\u0131z ele\u015ftirileri t\u00fcm\u00fcyle reddediyoruz. 23. Yarg\u0131 ve Temel Haklar ile 24. Adalet, \u00d6zg\u00fcrl\u00fck ve G\u00fcvenlik fas\u0131llar\u0131 t\u00fcm \u00e7abalar\u0131m\u0131za ra\u011fmen, 2009 y\u0131l\u0131ndan itibaren bir \u00fcye \u00fclkenin siyasi engeli y\u00fcz\u00fcnden a\u00e7\u0131lamam\u0131\u015fken, \u00fcye \u00fclkeler bak\u0131m\u0131ndan kendi aralar\u0131nda bile tart\u0131\u015fmal\u0131 temel haklar alan\u0131ndaki pek \u00e7ok konuda \u00fclkemize y\u00f6nelik haks\u0131z iddialarda bulunulmas\u0131, AB&#8217;nin samimiyetsiz ve \u00e7ifte standartl\u0131 yakla\u015f\u0131m\u0131n\u0131n bir tezah\u00fcr\u00fcd\u00fcr&#8221; ifadelerine yer verildi.<\/p>\n<p>Komisyon 2023 raporunda T\u00fcrkiye&#8217;nin i\u015fgalci \u0130srail&#8217;in Gazze&#8217;de yol a\u00e7t\u0131\u011f\u0131 insanl\u0131k dram\u0131 kar\u015f\u0131s\u0131ndaki tutumunu da de\u011ferlendirerek, Ankara&#8217;n\u0131n Filistin meselesine yakla\u015f\u0131m\u0131n\u0131 ele\u015ftirdi. Komisyon, bu tutumuyla T\u00fcrkiye&#8217;nin d\u0131\u015f politikas\u0131n\u0131n Avrupa Birli\u011fi&#8217;nin ortak d\u0131\u015f politikas\u0131ndan \u00e7ok farkl\u0131 bir yerde bulundu\u011funu dile getirmeye ve bunu da T\u00fcrkiye&#8217;nin \u00fcyeli\u011finin \u00f6n\u00fcnde bir engel olarak g\u00f6stermeye \u00e7al\u0131\u015ft\u0131.<\/p>\n<p>D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131 AB Komisyonunun ortak d\u0131\u015f politikayla ilgili T\u00fcrkiye&#8217;ye getirdi\u011fi ele\u015ftirilere ders niteli\u011finde bir cevap verdi:<\/p>\n<p>&#8220;Metinde bir ele\u015ftiri olarak yer verilen, \u00fclkemizin Hamas-\u0130srail sava\u015f\u0131na dair tutumunun AB&#8217;yle tamamen uyumsuz oldu\u011fu yolundaki tespiti ise esasen \u00f6vg\u00fc olarak de\u011ferlendiriyoruz. Orta \u00c7a\u011f karanl\u0131\u011f\u0131ndan 21. y\u00fczy\u0131lda hortlam\u0131\u015f sivil bir katliam\u0131n kar\u015f\u0131s\u0131nda tarihin yanl\u0131\u015f yerinde duran AB&#8217;ye, evrensel de\u011ferlere, uluslararas\u0131 hukuka ve insanc\u0131l ilkelere dayal\u0131 politikalar\u0131n sadece Ukrayna veya Avrupa&#8217;n\u0131n ba\u015fka bir b\u00f6lgesi i\u00e7in de\u011fil, Orta Do\u011fu d\u00e2hil t\u00fcm d\u00fcnyada ge\u00e7erli olmas\u0131 gerekti\u011fini hat\u0131rlatma gere\u011fi duyuyoruz.&#8221;<\/p>\n<p>T\u00fcrkiye&#8217;nin bu cevab\u0131 AB&#8217;ye \u00fcye devletlerin h\u00fck\u00fcmetleri taraf\u0131ndan ne kadar dikkate al\u0131n\u0131r bilinmez. Fakat kendi h\u00fck\u00fcmetlerinin Filistin politikalar\u0131na giderek daha fazla seslerini y\u00fckselten AB \u00fclkelerinin vatanda\u015flar\u0131 a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck bir \u00f6nem ta\u015f\u0131d\u0131\u011f\u0131 a\u00e7\u0131kt\u0131r.<\/p>\n<p>Ankara&#8217;n\u0131n bu vakur duru\u015fu, \u0130srail&#8217;in s\u00fcrd\u00fcrd\u00fc\u011f\u00fc &#8220;Orta \u00c7a\u011f karanl\u0131\u011f\u0131ndan hortlam\u0131\u015f sivil katliam\u0131na&#8221;, \u00f6nce g\u00f6zlerini kapayan ard\u0131ndan da destek veren AB devletlerinin halklar\u0131na t\u00fcm ileti\u015fim imk\u00e2nlar\u0131 kullan\u0131larak aktar\u0131lmal\u0131d\u0131r.<\/p>\n<p>Filistinlilere reva g\u00f6r\u00fclen m\u00fc\u015fterek k\u00f6t\u00fcl\u00fc\u011f\u00fc, aralar\u0131nda sa\u011fduyulu ve vicdan sahibi AB halklar\u0131n\u0131n da bulundu\u011fu insanl\u0131\u011f\u0131n ortak tepkisi d\u0131\u015f\u0131nda \u015fu an durdurabilecek hi\u00e7bir g\u00fc\u00e7 maalesef yok. AB&#8217;nin s\u00f6zde ortak d\u0131\u015f politikas\u0131 \u015fayet i\u015flenen insanl\u0131\u011fa kar\u015f\u0131 su\u00e7lara destek olmay\u0131 gerektiriyorsa, vatanda\u015flar\u0131m\u0131z\u0131n kahir ekseriyetinin, &#8220;iyi ki, bu su\u00e7 ortaklar\u0131yla ayn\u0131 \u00e7at\u0131 alt\u0131nda de\u011filiz&#8221; diyecekleri tabiidir.<\/p>\n<p>AB, Komisyon&#8217;dan Parlamentoya t\u00fcm organlar\u0131yla T\u00fcrkiye&#8217;nin \u00f6n\u00fcne yeni duvarlar \u00f6r\u00fcyor. G\u00fcmr\u00fck Birli\u011fi&#8217;nin g\u00fcncellenmesi ve vizelerin kald\u0131r\u0131lmas\u0131 gibi hakl\u0131 taleplerimize olumlu yakla\u015fm\u0131yor. \u015eimdi de neredeyse t\u00fcm\u00fc canl\u0131 yay\u0131nlanan insanl\u0131\u011fa kar\u015f\u0131 su\u00e7lara -so\u011fukkanl\u0131l\u0131kla- ortak oluyor. Bunlarla, gelece\u011fe do\u011fru birlikte yol alma konusunda \u0131srar\u0131m\u0131z daha ne kadar s\u00fcrer bilemiyorum ama AB&#8217;nin kendisine T\u00fcrkiyeli bir gelecek vizyonu \u00e7izmedi\u011fi apa\u00e7\u0131k ortada.<\/p>\n<p>D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131n\u0131n AB&#8217;nin deprem felaketi s\u0131ras\u0131na g\u00f6sterdi\u011fi tavr\u0131n\u0131 &#8220;dayan\u0131\u015fma ve i\u015f birli\u011fi ruhuyla, T\u00fcrkiye&#8217;nin kat\u0131l\u0131m s\u00fcrecinin \u00f6n\u00fcndeki engelleri kald\u0131rmak, daha fazla sorumluluk \u00fcstlenmek ve ahde vefa ilkesinin gereklerini yerine getirmek&#8221; i\u00e7in de g\u00f6stermesini beklemesi iyi niyetli bir temenniden ibaret.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Avrupa Birli\u011fi Komisyonu\u2019nun aday ve potansiyel aday \u00fclkeler i\u00e7in haz\u0131rlad\u0131\u011f\u0131 y\u0131ll\u0131k raporlar ge\u00e7ti\u011fimiz \u00e7ar\u015famba g\u00fcn\u00fc a\u00e7\u0131kland\u0131.
