Bilhassa son 10 y\u0131lda at\u0131lan bilin\u00e7li ad\u0131mlarla T\u00fcrkiye&#8217;de y\u00fcksek \u00f6\u011frenim g\u00f6ren \u00f6\u011frencilerin say\u0131s\u0131 40 binden 300 bin seviyelerine eri\u015fti. 1990&#8217;larda esasen Orta Asya ve Balkanlara y\u00f6nelik B\u00fcy\u00fck \u00d6\u011frenci Projesi ile ba\u015flayan T\u00fcrk \u00fcniversitelerini uluslararas\u0131 \u00f6\u011frenciler i\u00e7in cazip h\u00e2le getirme giri\u015fimlerinin k\u00fcresel \u00e7apta \u00e7ok olumlu sonu\u00e7lar vermeye ba\u015flad\u0131\u011f\u0131 g\u00fcn\u00fcm\u00fczde ortaya \u00e7\u0131kan baz\u0131 s\u0131k\u0131nt\u0131lar, bu alanda yak\u0131n gelecekte ciddi geriye gidi\u015fler ya\u015fanabilece\u011finin i\u015faretlerini veriyor.<\/p>\n<p>T\u00fcrkiye&#8217;nin yabanc\u0131 \u00f6\u011frencileri, kendi \u00fcniversitelerinde okutmak istemesinin iki \u00f6nemli sebebi var. Birincisi ve en \u00f6nemlisi, T\u00fcrkiye Y\u00fczy\u0131l\u0131&#8217;nda d\u00fcnyan\u0131n say\u0131l\u0131 g\u00fc\u00e7lerinden biri h\u00e2line gelmeyi hedeflerken, &#8220;yumu\u015fak g\u00fc\u00e7&#8221; unsurlar\u0131ndan biri olan &#8220;kendi \u00fcniversitelerinden diploma alm\u0131\u015f, T\u00fcrkiye&#8217;yi yak\u0131ndan bilen, seven, T\u00fcrk\u00e7e konu\u015fabilen yabanc\u0131 \u00fclke vatanda\u015f\u0131 gen\u00e7 ayd\u0131nlar\u0131 yeti\u015ftirmek. &#8220;D\u00f6rt y\u0131l \u00f6\u011frenci, \u00f6m\u00fcr boyu dost&#8221; slogan\u0131 belki de bu stratejiyi en g\u00fczel \u00f6zetleyen c\u00fcmle. T\u0131pk\u0131 ABD, \u0130ngiltere ve AB \u00fclkelerinin \u00fcniversitelerinde okuyan gen\u00e7lerimizin, T\u00fcrkiye&#8217;nin o \u00fclkelerle ili\u015fkilerine verdikleri katk\u0131lar gibi, T\u00fcrkiye mezunlar\u0131n\u0131n da T\u00fcrkiye&#8217;nin d\u00fcnyan\u0131n d\u00f6rt bir yan\u0131yla ili\u015fkilerinin geli\u015fmesine b\u00fcy\u00fck katk\u0131lar sa\u011flad\u0131klar\u0131n\u0131 yak\u0131ndan m\u00fc\u015fahede ediyoruz.<\/p>\n<p>\u0130kincisi ise ekonomi fakt\u00f6r\u00fc. D\u00fcnyada uluslararas\u0131 \u00f6\u011frenci hareketlili\u011fi y\u0131lda 100 milyar dolar\u0131n \u00fczerinde bir pazar hacmine sahip. T\u00fcrkiye&#8217;nin bu pazardaki pay\u0131 sadece y\u00fczde 2 seviyesinde. Cumhurba\u015fkan\u0131 Erdo\u011fan 2030&#8217;a kadar T\u00fcrkiye&#8217;de okuyan uluslararas\u0131 \u00f6\u011frencilerin say\u0131s\u0131n\u0131n 500 binin \u00fczerine \u00e7\u0131kar\u0131lmas\u0131 ve T\u00fcrkiye&#8217;nin d\u00fcnya uluslararas\u0131 e\u011fitim hacmindeki pay\u0131n\u0131n en az y\u00fczde 10 olmas\u0131n\u0131 hedefliyor.<\/p>\n<p>G\u00fcn\u00fcm\u00fczde \u00fc\u00e7 temel problemin etkisiyle uluslararas\u0131 \u00f6\u011frencilerin T\u00fcrkiye&#8217;ye ilgisinde azalma e\u011filimi ba\u015f g\u00f6sterdi.<\/p>\n<p>\u0130lk problem artan yabanc\u0131 d\u00fc\u015fmanl\u0131\u011f\u0131. Tarihimizin hi\u00e7bir d\u00f6neminde tecr\u00fcbe etmedi\u011fimiz, felsefi ve k\u00fclt\u00fcrel bir mesnedi olmayan l\u00fcmpen burjuva \u00fcr\u00fcn\u00fc bir zehir, sosyal medya vas\u0131talar\u0131 ve vatanda\u015fa sunacaklar\u0131 ba\u015fkaca bir teklifleri olmayan siyasiler taraf\u0131ndan k\u00f6r\u00fckleniyor. \u00dclkemizdeki Suriyeli ve AfganistanlI g\u00f6\u00e7menleri bahane ederek \u00fcretilen yabanc\u0131 d\u00fc\u015fmanl\u0131\u011f\u0131n\u0131n ge\u00e7ti\u011fimiz se\u00e7im s\u00fcrecinde ula\u015ft\u0131\u011f\u0131 boyutlar, uluslararas\u0131 \u00f6\u011frencileri ve ailelerini tedirgin etmi\u015f durumda. Uluslararas\u0131 \u00f6\u011frenci say\u0131s\u0131nda T\u00fcrkiye&#8217;nin \u00f6nde gelen baz\u0131 \u00fcniversitelerinin mezuniyet t\u00f6reninin bir kesitini sosyal medyada yay\u0131nlayarak, sanki sadece &#8220;yabanc\u0131 \u00f6\u011frencilere e\u011fitim veriliyormu\u015f&#8221; izlenimi meydana getirmeye \u00e7al\u0131\u015fanlar, s\u00f6z konusu yabanc\u0131 d\u00fc\u015fmanl\u0131\u011f\u0131 hastal\u0131\u011f\u0131n\u0131 topluma yay\u0131yorlar. Sonu\u00e7 vahim. Ba\u015fta T\u00fcrkiye&#8217;nin uluslararas\u0131 e\u011fitim alan\u0131ndaki rakipleri olmak \u00fczere. T\u00fcrkiye&#8217;ye \u00f6\u011frenci gelmesini istemeyen t\u00fcm T\u00fcrk d\u00fc\u015fmanlar\u0131 bu t\u00fcr haberlerin \u00fcst\u00fcne atl\u0131yor. \u00dclkemize en fazla \u00f6\u011frenci g\u00f6nderen baz\u0131 \u00fclkelerin medya organlar\u0131nda, &#8220;yabanc\u0131 \u00f6\u011frencilerin art\u0131k istenmedi\u011fi ve kendilerine \u00fcniversitelerde ayr\u0131mc\u0131l\u0131k yap\u0131ld\u0131\u011f\u0131&#8221; \u015feklinde yalan haberlere daha \u00e7ok yer veriyorlar. Birbirini besleyen bu salg\u0131n\u0131n \u00f6n\u00fcne s\u00fcratle ge\u00e7ilmesi laz\u0131m. Uluslararas\u0131 \u00f6\u011frencilerin, T\u00fcrkiye&#8217;de huzur ve g\u00fcven i\u00e7inde ve \u00e7ok kaliteli bir e\u011fitim ald\u0131klar\u0131n\u0131n, geldikleri \u00fclkelerin medya organlar\u0131nda \u0131srarla duyurulmas\u0131 gerekli.<\/p>\n<p>\u0130kinci problem artan hayat pahal\u0131l\u0131\u011f\u0131. T\u00fcrk y\u00fcksek\u00f6\u011frenim \u00f6\u011frencileri gibi uluslararas\u0131 \u00f6\u011frenciler de ba\u015fta b\u00fcy\u00fck \u015fehirler olmak \u00fczere ya\u015fad\u0131klar\u0131 yerlerde bar\u0131nma ve g\u00fcndelik hayat giderlerinin h\u0131zl\u0131 art\u0131\u015f\u0131ndan etkileniyorlar. \u00d6zellikle son iki y\u0131ld\u0131r, evvelce T\u00fcrkiye&#8217;yi \u00e7ocuklar\u0131n\u0131n e\u011fitimi i\u00e7in hedefleyen bir\u00e7ok ailenin Malezya, Endonezya, \u00c7in hatta Yeni Zelanda gibi \u00fclkelere y\u00f6nelmeye ba\u015flad\u0131klar\u0131n\u0131 e\u011fitim fuarlar\u0131nda g\u00f6zlemliyoruz. Bu s\u0131k\u0131nt\u0131, T\u00fcrkiye Burslar\u0131 ile \u00fclkemize gelen \u00e7ok ba\u015far\u0131l\u0131, se\u00e7ilmi\u015f \u00f6\u011frenciler i\u00e7in oldu\u011fu gibi, e\u011fitim masraflar\u0131n\u0131 tamamen kendileri kar\u015f\u0131layanlar i\u00e7in de ge\u00e7erli.<\/p>\n<p>\u00dc\u00e7\u00fcnc\u00fc problem, baz\u0131 \u00fclkelerin &#8220;siyasi kararlarla&#8221; T\u00fcrk \u00fcniversitelerinin diplomalar\u0131n\u0131 tan\u0131may\u0131 baz\u0131 \u015fartlara ba\u011flamaya ba\u015flamalar\u0131. Avrupa \u00dcniversite a\u011f\u0131n\u0131n par\u00e7as\u0131 olan T\u00fcrk \u00fcniversitelerinin diplomalar\u0131 t\u00fcm Avrupa \u00fclkelerinde ve ABD&#8217;de tan\u0131n\u0131rken, baz\u0131 Orta Do\u011fu ve Afrika \u00fclkeleri d\u00fcnya s\u0131ralamas\u0131nda ilk 1.000&#8217;de yer almayan \u00fcniversitelerimizin diplomalar\u0131na tan\u0131md\u0131k vermiyor. Kar\u015f\u0131l\u0131kl\u0131 tan\u0131md\u0131k mekanizmalar\u0131na ra\u011fmen at\u0131lan bu keyf\u00ee ad\u0131mlar, \u00fcniversitelerimizin kahir ekseriyetinin kap\u0131lar\u0131n\u0131 bu \u00fclkelerden gelecek \u00f6\u011frencilere kapat\u0131yor.<\/p>\n<p>Bunlara ilave bir\u00e7ok ba\u015fka problem daha 2030&#8217;da 500 bin uluslararas\u0131 \u00f6\u011frenci hedefine ula\u015fmam\u0131z\u0131 \u00e7ok zorla\u015ft\u0131r\u0131yor. Bunlar\u0131n bir nebze olsun \u00fcstesinden gelebilmek ve T\u00fcrkiye Y\u00fczy\u0131l\u0131 i\u00e7in \u00e7ok \u00f6nemli bir be\u015fer\u00ee girdi sunacak olan uluslararas\u0131 \u00f6\u011frenci merkezi olma vasf\u0131m\u0131z\u0131 g\u00fc\u00e7lendirebilmek maksad\u0131yla acilen yap\u0131lmas\u0131 gereken \u015fey T\u00fcrkiye Uluslararas\u0131 E\u011fitim Ajans\u0131n\u0131n Cumhurba\u015fkanl\u0131\u011f\u0131na ba\u011fl\u0131 olarak kurulmas\u0131d\u0131r. Bu alan\u0131n \u00f6nde gelen \u00fclkelerinin yapt\u0131\u011f\u0131 gibi, bizim de -\u00fcniversitelerimizin yurt d\u0131\u015f\u0131nda tan\u0131t\u0131m\u0131ndan, \u00f6\u011frencilerin kabul s\u00fcre\u00e7lerine, \u00f6\u011frenci vizelerinin verilmesinden, ikamet tezkerelerinin olu\u015fturulmas\u0131na ve mezunlarla ili\u015fkilerin s\u00fcrd\u00fcr\u00fclmesine kadar t\u00fcm i\u015f ve i\u015flemleri tek bir kurum \u00fczerinden yapmam\u0131z gerekiyor.
