Cumhurba\u015fkan\u0131 Recep Tayyip Erdo\u011fan\u2019\u0131n vizyonu ve liderli\u011fi sayesinde ger\u00e7ekle\u015fen Libya anla\u015fmas\u0131 sonras\u0131nda ortaya \u00e7\u0131kan durumu maddeler h\u00e2linde \u00f6zetleyelim&#8230;<\/div>\n<div>&nbsp;<\/div>\n<div>Birincisi, y\u0131llard\u0131r K\u0131br\u0131s meselesinde bir \u00e7\u00f6z\u00fcm olmad\u0131\u011f\u0131 s\u00fcrece T\u00fcrkiye\u2019nin de Akdeniz\u2019de herhangi bir ad\u0131m atmamas\u0131 gerekti\u011fini savunan \u00e7evrelerin g\u00f6r\u00fc\u015fleri anlam\u0131n\u0131 kaybetmi\u015ftir. Akdeniz siyaseti, K\u0131br\u0131s parantezinden \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. Bu, diplomasimiz a\u00e7\u0131s\u0131ndan bir d\u00f6n\u00fcm noktas\u0131d\u0131r. K\u0131br\u0131s\u2019ta, T\u00fcrkiye\u2019nin ve Kuzey K\u0131br\u0131s T\u00fcrk Cumhuriyeti\u2019nin hak ve menfaatlerine ayk\u0131r\u0131 hi\u00e7bir \u00e7\u00f6z\u00fcm ihtimalinin dayat\u0131lmas\u0131 m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 gibi K\u0131br\u0131s ileri s\u00fcr\u00fclerek T\u00fcrkiye\u2019nin \u00e7ok daha geni\u015f bir alanda uluslararas\u0131 hukuktan kaynaklanan tabii haklar\u0131n\u0131 elde etmesinin engellenmesi de m\u00fcmk\u00fcn de\u011fildir.<\/div>\n<div>&nbsp;<\/div>\n<div>\u0130kincisi, Aral\u0131k 1999\u2019da aday stat\u00fcs\u00fc vermesinin \u00fczerinden 20 y\u0131l, Aral\u0131k 2005\u2019te m\u00fczakerelere ba\u015flama karar\u0131 almas\u0131n\u0131n \u00fczerinden 14 y\u0131l ge\u00e7mi\u015f olmas\u0131na ra\u011fmen T\u00fcrkiye\u2019nin \u00fcye olarak al\u0131nmas\u0131n\u0131n \u00f6n\u00fcne engeller koymaya devam eden AB\u2019nin, T\u00fcrkiye\u2019nin kendi mill\u00ee&nbsp;menfaatleri do\u011frultusunda ad\u0131mlar atmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ebilme g\u00fcc\u00fc yoktur. AB Konseyi, kendi hukukunu da hi\u00e7e sayarak 2004\u2019te \u00fcye olarak ald\u0131\u011f\u0131 G\u00fcney K\u0131br\u0131s Rum Kesimi\u2019nin ve Yunanistan\u2019\u0131n y\u00f6nlendirmesiyle T\u00fcrkiye\u2019nin Akdeniz\u2019deki giri\u015fimlerini ne kadar etkisizle\u015ftirmeye \u00e7al\u0131\u015f\u0131rsa \u00e7al\u0131\u015fs\u0131n, bu y\u00f6nde muvaffak olmas\u0131na yard\u0131mc\u0131 olabilecek ara\u00e7lardan mahrumdur. \u00d6n\u00fcm\u00fczdeki en az be\u015f y\u0131l boyunca Brexit\u2019e ve bunun sonu\u00e7lar\u0131na kilitlenecek olan AB i\u00e7in, ortak d\u0131\u015f ve g\u00fcvenlik politikas\u0131 sadece k\u00e2\u011f\u0131t \u00fczerinde kalm\u0131\u015ft\u0131r.<\/div>\n<div>&nbsp;<\/div>\n<div>\u00dc\u00e7\u00fcnc\u00fcs\u00fc, bundan b\u00f6yle T\u00fcrkiye\u2019nin bir Akdeniz siyaseti vard\u0131r. K\u0131y\u0131da\u015f \u00fclkelerle ili\u015fkiler, b\u00f6lgeye ilgi duyan di\u011fer \u00fclkelerle temaslar, K\u0131br\u0131s meselesi, AB ile ili\u015fkiler ve bunun gibi konular T\u00fcrkiye\u2019nin Akdeniz siyasetinin ancak birer alt ba\u015fl\u0131\u011f\u0131 olabilir. Bu konulardan hi\u00e7birinin en az 40 y\u0131ld\u0131r K\u0131br\u0131s meselesinin yapt\u0131\u011f\u0131 gibi, T\u00fcrkiye\u2019nin Akdeniz\u2019deki \u00f6nceliklerini rehin almas\u0131na izin verilmeyecektir. Mavi Vatan konsepti temel al\u0131narak \u015fekillendirilen Akdeniz siyaseti, uluslararas\u0131 hukuk temelinde ve kar\u015f\u0131l\u0131kl\u0131 hak ve menfaatlerin g\u00f6zetilmesi ilkesine dayal\u0131 olarak y\u00fcr\u00fct\u00fclmektedir.<\/div>\n<div>&nbsp;<\/div>\n<div>D\u00f6rd\u00fcnc\u00fcs\u00fc, Akdeniz\u2019de T\u00fcrkiye\u2019nin att\u0131\u011f\u0131 ad\u0131mlardan Yunanistan ba\u015fta olmak \u00fczere baz\u0131 devletlerin rahats\u0131z olmas\u0131 tabiidir. Hatta T\u00fcrkiye\u2019nin kazan\u0131mlar\u0131na m\u00e2ni olmak i\u00e7in Akdeniz\u2019e k\u0131y\u0131s\u0131 dahi olmayan baz\u0131 devletlerin Libya\u2019da Hafter g\u00fc\u00e7lerine -s\u0131rf T\u00fcrkiye kar\u015f\u0131tl\u0131klar\u0131ndan dolay\u0131- destek olduklar\u0131 ortadad\u0131r. T\u00fcrkiye\u2019nin haklar\u0131n\u0131 korumak i\u00e7in, tamamen uluslararas\u0131 hukuk kurallar\u0131 ve i\u00e7 hukuk d\u00fczenlemeleri \u00e7er\u00e7evesinde, gerekli t\u00fcm ad\u0131mlar\u0131 atmas\u0131ndan daha tabii bir \u015fey olamaz. S\u00f6z konusu ad\u0131mlar, savunma yard\u0131mlar\u0131 ve sat\u0131\u015flar\u0131, dan\u0131\u015fmanl\u0131k, e\u011fitim programlar\u0131 ve davet edilmesi h\u00e2linde kuvvet g\u00f6nderme \u015feklinde olacakt\u0131r.<\/div>\n<div>&nbsp;<\/div>\n<div>Be\u015fincisi, BAE ve Suudi Arabistan\u2019\u0131n Libya\u2019da Hafter g\u00fc\u00e7lerine neden destek olduklar\u0131n\u0131 sorgulama ihtiyac\u0131 dahi duymadan, T\u00fcrkiye\u2019nin BM\u2019nin tan\u0131d\u0131\u011f\u0131 me\u015fru Libya H\u00fck\u00fbmeti\u2019ne deste\u011fine kar\u015f\u0131 \u00e7\u0131k\u0131lmas\u0131n\u0131n anlaml\u0131 bir a\u00e7\u0131klamas\u0131 yoktur. M\u0131s\u0131r\u2019da me\u015fru yollarla iktidara gelen Muhammed Mursi\u2019yi bir asker\u00ee&nbsp;darbeyle devirenlerin ilk icraat\u0131ndan biri olarak T\u00fcrkiye\u2019nin aleyhine olacak \u015fekilde GKRY ile m\u00fcnhas\u0131r b\u00f6lge s\u0131n\u0131rlamas\u0131n\u0131 M\u00fcbarek d\u00f6nemindeki gibi tekrarlad\u0131\u011f\u0131n\u0131 unutmamak gerekir. Dolay\u0131s\u0131yla, me\u015fru Libya H\u00fck\u00fbmeti\u2019nin devrilmesi ve ipleri ba\u015fkalar\u0131n\u0131n elinde olan Hafter\u2019in Libya\u2019da y\u00f6netime gelmesi T\u00fcrkiye-Libya deniz yetki alanlar\u0131 mutabakat muht\u0131ras\u0131n\u0131n tek tarafl\u0131 olarak iptali durumunu ortaya \u00e7\u0131karacakt\u0131r. Yunanistan d\u00f6rt g\u00f6zle bu geli\u015fmeyi beklemekte fakat ekonomik ve asker\u00ee&nbsp;yetersizlikleri sebebiyle Hafter\u2019e siyasi destek vermenin \u00f6tesine ge\u00e7me te\u015febb\u00fcs\u00fcnde dahi bulunamamaktad\u0131r. Buna kar\u015f\u0131l\u0131k, hukuki ve siyasi arg\u00fcmanlar\u0131 g\u00fc\u00e7l\u00fc, ekonomik a\u00e7\u0131dan yeterli ve uluslararas\u0131 alanda harek\u00e2t yapma tecr\u00fcbesine ve kapasitesine sahip T\u00fcrkiye\u2019nin -mill\u00ee&nbsp;menfaatleri a\u00e7\u0131s\u0131ndan hayati \u00f6nemi haiz bu konuda- \u201cbekle ve g\u00f6r\u201d siyaseti takip etmesini kimse akl\u0131na bile getirmemelidir.<\/div>\n<div>&nbsp;<\/div>\n<div>Alt\u0131nc\u0131s\u0131, modern uluslararas\u0131 siyasette \u201cme\u015fruiyet\u201d, \u201czamanlama\u201d, \u201ckonjonkt\u00fcrel mini ittifaklar\u201d, \u201csonu\u00e7 odakl\u0131 ak\u0131lc\u0131 eylem\u201d ve \u201cgiri\u015fim sonras\u0131 yeni ger\u00e7eklik in\u015fas\u0131\u201d be\u015flisi giderek standart h\u00e2le gelmektedir. T\u00fcrkiye\u2019nin Akdeniz siyaseti bu be\u015f unsuru da i\u00e7ermektedir. Elbette g\u00fcn\u00fcm\u00fcz k\u00fcresel siyasetinin dinamik niteli\u011fi, bu unsurlar\u0131n d\u0131\u015f politika yapmak ve icra etmekle g\u00f6revli t\u00fcm taraflar\u0131n m\u00fckemmel koordinasyonuyla bir arada tutulmas\u0131n\u0131 gerektirmektedir.
