{"id":1436,"date":"2013-01-08T10:28:32","date_gmt":"2013-01-08T08:28:32","guid":{"rendered":"https:\/\/cagrierhan.net\/?p=1436"},"modified":"2024-03-07T16:52:27","modified_gmt":"2024-03-07T13:52:27","slug":"ab-ile-yeni-sayfa-turkiye-gazetesi","status":"publish","type":"post","link":"https:\/\/cagrierhan.net\/?p=1436","title":{"rendered":"AB ile yeni sayfa (08.01.2013) T\u00fcrkiye Gazetesi"},"content":{"rendered":"<p><span style=\"font-family: Helvetica; font-size: 10pt;\">G\u00fcney K\u0131br\u0131s Rum Y\u00f6netimi&#8217;nin (GKRY) d\u00f6nem ba\u015fkanl\u0131\u011f\u0131n\u0131n 31 Aral\u0131k&#8217;ta sona ermesiyle, T\u00fcrkiye-AB ili\u015fkilerinde yeni bir d\u00f6nemin ba\u015flayaca\u011f\u0131 konu\u015fuluyor. 1 Temmuz 2012&#8217;den itibaren alt\u0131 ay boyunca AB ile siyasi diyalo\u011funu ask\u0131ya alan T\u00fcrkiye, \u0130rlanda&#8217;n\u0131n d\u00f6nem ba\u015fkan\u0131 olmas\u0131yla bu tutumunu de\u011fi\u015ftirdi. Aral\u0131k ay\u0131nda yap\u0131lan AB Zirvesi&#8217;nde T\u00fcrkiye ile m\u00fczakere s\u00fcrecinin yeniden ba\u015flayabilece\u011fi \u015feklindeki Genel \u0130\u015fler Konseyi karar\u0131n\u0131n onaylanmas\u0131 da \u00f6n\u00fcm\u00fczdeki g\u00fcnlerde bu alana yeni bir hareketlilik gelebilece\u011fi \u015feklinde yorumlanabilir. Ge\u00e7en y\u0131l\u0131n son g\u00fcn\u00fc AB Bakanl\u0131\u011f\u0131 taraf\u0131ndan a\u00e7\u0131klanan &#8220;2012 Y\u0131l\u0131 T\u00fcrkiye \u0130lerleme Raporu&#8221;, T\u00fcrkiye&#8217;nin AB ile b\u00fct\u00fcnle\u015fme konusunda kararl\u0131l\u0131\u011f\u0131n\u0131 devam ettirdi\u011finin en \u00e7arp\u0131c\u0131 g\u00f6stergesidir. \u00d6n\u00fcm\u00fczdeki d\u00f6nemin, geride b\u0131rakt\u0131\u011f\u0131m\u0131z alt\u0131 aydan \u00e7ok daha olumlu geli\u015fmelere sahne olaca\u011f\u0131 s\u00f6ylenebilirse de, baz\u0131 yap\u0131sal sorunlar\u0131n varl\u0131\u011f\u0131n\u0131n h\u00e2l\u00e2 devam etti\u011fini de kabul etmemiz laz\u0131m. AB ile m\u00fczakere s\u00fcrecinin, GKRY&#8217;nin d\u00f6nem ba\u015fkanl\u0131\u011f\u0131ndan \u00e7ok \u00f6nce 1 Temmuz 2010&#8217;da durdu\u011funu ak\u0131lda tutmal\u0131y\u0131z. GKRY d\u00f6nem ba\u015fkanl\u0131\u011f\u0131, T\u00fcrkiye-AB siyasi ili\u015fkilerinin donmas\u0131na sebep olmu\u015ftur. Fakat m\u00fczakerelerin durmas\u0131n\u0131n bu olayla do\u011frudan bir ilgisi yoktur. M\u00fczakerelerin durmas\u0131na yol a\u00e7an sebepler ortadan kalkmad\u0131k\u00e7a, \u0130rlanda d\u00f6nem ba\u015fkanl\u0131\u011f\u0131ndan \u00e7ok b\u00fcy\u00fck beklentiler i\u00e7ine girmek do\u011fru olmayacakt\u0131r. M\u00fczakere s\u00fcrecinin i\u015fleyi\u015fini derinden etkileyen en temel sorun, T\u00fcrkiye&#8217;nin 17 Aral\u0131k 2004&#8217;teki Br\u00fcksel Zirvesi&#8217;nde verdi\u011fi taahh\u00fcd\u00fc yerine getirerek Temmuz 2005&#8217;te imzalad\u0131\u011f\u0131 ama onaylay\u0131p y\u00fcr\u00fcrl\u00fc\u011fe sokmad\u0131\u011f\u0131 Ek Protokol&#8217;den kaynaklanmaktad\u0131r. T\u00fcrkiye&#8217;nin GKRY gemi ve u\u00e7aklar\u0131na liman ve havaalanlar\u0131n\u0131 kapal\u0131 tutmas\u0131 sebebiyle, Aral\u0131k 2006&#8217;da AB&#8217;nin ald\u0131\u011f\u0131 bir kararla sekiz m\u00fczakere fasl\u0131n\u0131n a\u00e7\u0131lmamas\u0131, di\u011fer t\u00fcm fas\u0131llar\u0131n ise kapanmamas\u0131 kararla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131. Bu karar yerli yerinde durmaktad\u0131r. Ba\u015fka bir deyi\u015fle, Ek Protokol sorunu a\u015f\u0131lmad\u0131k\u00e7a, \u0130rlanda d\u00f6nem ba\u015fkanl\u0131\u011f\u0131 s\u0131ras\u0131nda da, s\u00f6z konusu sekiz m\u00fczakere fasl\u0131n\u0131n a\u00e7\u0131lmas\u0131, ya da a\u00e7\u0131lan herhangi bir fas\u0131ldaki m\u00fczakerelerin kapanmas\u0131 beklenmemelidir. \u0130kinci sorun, Fransa ve GKRY&#8217;nin tutumlar\u0131d\u0131r. Fran\u00e7ois Hollande&#8217;\u0131n Fransa cumhurba\u015fkan\u0131 olmas\u0131yla birlikte, Nicholas Sarkozy d\u00f6neminde Fransa taraf\u0131ndan a\u00e7\u0131lmas\u0131 bloke edilen be\u015f m\u00fczakere fasl\u0131n\u0131n a\u00e7\u0131labilece\u011fi d\u00fc\u015f\u00fcn\u00fclm\u00fc\u015ft\u00fc. T\u00fcrkiye, Fransa&#8217;yla ili\u015fkilerin iyile\u015fmesine bakarak bu \u00fclkeden kaynaklanan engellerin ortadan kalkaca\u011f\u0131n\u0131 \u00fcmit etmektedir. Hollande&#8217;\u0131n T\u00fcrkiye kar\u015f\u0131s\u0131ndaki tavr\u0131 hen\u00fcz netlik kazanm\u0131\u015f de\u011fildir. Hele Ermeni konusunun tekrar g\u00fcndeme gelmesi durumunda, T\u00fcrkiye-Fransa ili\u015fkileri yeniden eski k\u00f6t\u00fc g\u00fcnlerine d\u00f6nebilir. GKRY de t\u0131pk\u0131 Fransa gibi, Ek Protokol konusundan ba\u011f\u0131ms\u0131z olarak baz\u0131 fas\u0131llar\u0131n a\u00e7\u0131lmas\u0131n\u0131 engellemeyi s\u00fcrd\u00fcrmektedir. GKRY&#8217;nin 2013 i\u00e7inde bu tutumunu gev\u015fetece\u011fini d\u00fc\u015f\u00fcnmemizi sa\u011flayacak bir geli\u015fme meydana gelmemi\u015ftir. AB Bakanl\u0131\u011f\u0131&#8217;n\u0131n resm\u00ee internet sitesinde yer alan c\u00fcmlelerle &#8220;\u00d6n\u00fcm\u00fczdeki d\u00f6nemde teknik a\u00e7\u0131l\u0131\u015f kriterleri yerine getirilebildi\u011fi takdirde a\u00e7\u0131lmas\u0131 m\u00fcmk\u00fcn olan 3 fas\u0131l bulunmaktad\u0131r. Bunlar &#8216;Rekabet Politikas\u0131&#8217;, &#8216;Kamu Al\u0131mlar\u0131&#8217; ve &#8216;Sosyal Politika ve \u0130stihdam&#8217; fas\u0131llar\u0131d\u0131r.&#8221; Tek ba\u015f\u0131na bu tespit bile \u0130rlanda d\u00f6nem ba\u015fkanl\u0131\u011f\u0131nda devasa ad\u0131mlar\u0131n at\u0131lmayaca\u011f\u0131n\u0131 g\u00f6stermektedir. Di\u011fer taraftan T\u00fcrkiye&#8217;ye &#8216;vize kolayl\u0131\u011f\u0131&#8217; g\u00f6stermeye haz\u0131rlanan AB taraf\u0131, T\u00fcrkiye \u00fczerinden Avrupa&#8217;ya giden yasa d\u0131\u015f\u0131 g\u00f6\u00e7menlerin T\u00fcrkiye&#8217;ye geri al\u0131nmalar\u0131n\u0131 sa\u011flayacak &#8216;Geri Kabul Anla\u015fmas\u0131&#8217;n\u0131n bir an \u00f6nce y\u00fcr\u00fcrl\u00fc\u011fe girmesini istemektedir. T\u00fcrkiye&#8217;nin AB&#8217;den beklentisi &#8216;vize kolayl\u0131\u011f\u0131&#8217; de\u011fil &#8216;vize muafiyeti&#8217;dir. T\u00fcrk vatanda\u015flar\u0131na vize muafiyeti getirilmeden, T\u00fcrkiye&#8217;nin geri kabul anla\u015fmas\u0131n\u0131 uygulamas\u0131n\u0131n istenmesi, bu anla\u015fmay\u0131 imzalayarak &#8216;vize muafiyeti&#8217; elde eden Bat\u0131 Balkan \u00fclkeleriyle mukayese edildi\u011finde, b\u00fcy\u00fck bir haks\u0131zl\u0131kt\u0131r. T\u00fcrkiye, kar\u015f\u0131l\u0131\u011f\u0131nda &#8216;vize muafiyeti&#8217; elde etmeden bu anla\u015fmay\u0131 uygulayacak olursa \u00fclkemizin k\u0131sa s\u00fcre i\u00e7inde Avrupa&#8217;dan &#8216;kovulmu\u015f&#8217; g\u00f6\u00e7menlerin &#8216;depoland\u0131\u011f\u0131&#8217; bir mek\u00e2na d\u00f6nece\u011fi a\u00e7\u0131kt\u0131r.
